The Strategic Plan

The Mindanao Polytechnic State College is finally converted into Mindanao University of Science and Technology. The House Bill No. 242 is filed by Cagayan de Oro Representative Rufus Rodriguez and Senate Bill No. 1528 filed by Sen. Aquilino Pimentel Jr.
Being the major stakeholder of the University it gives me happiness to be able to read and discover the plans or goals that my Alma mater would be planning for the progress and development of the university to be deserving for its name, "UNIVERSITY."




GOALS & OBJECTIVES
of
Mindanao University of Science and Technology


Goal 1: Pursue Excellence in Instruction.

* Sub-Goal A. Aim for Program COD/COE Status.

* Sub-Goal B. Offer New and Innovative Programs.

* Sub-Goal C. Continuously Improve Programs through Quality Assurance.

* Sub-Goal D. Widen Access to Higher Education through Non-Traditional Modes of Instruction.

This goal is very good because it helps learners to develop their knowledge with new offers and it enhances the Musteans ability to face reality after graduation. It is also ensured that the students from this college will be able to render a good quality of service in the chosen field. The university is also trying its best to provide new and non- traditional way of instruction to provide competent and confidence to learners.

Goal 2: Pursue Excellence in Research.

The second goal is aiming to enhance and develop ways to be top in the field of research. I can say that MUST is excellent in research because for many years of studying in this university, I have observed that there are a lot of rewards received by the university from doing research. When there will be funds that will be given, I am sure that MUST will always excel in this field.The research conducted in the institution should not be known only in local but also in national and international areas to share with everyone and to receive credits from making it successful.

Goal 3: Pursue Excellence in Extension.

Extension services of Mindanao University of Science and Technology should be supported and provided with high facilities to be as competent as the students of the main campus. They should be provided with great instructors. Their beliefs,experiences, psychology, attitudes, and values should be develop to be more progressive in the activities that will be planned. They should also be involved with different school based competitions to gain rewards and excel in different fields.

Goal 4: Establish the Center of Energy and Environment.

This goal should lead as the National Research Institute because it is credible and excelled in different research competitions. The government should provide funds to help the university to develop and help technology issues in energy and environment to be solved and put aid with different problems related to energy and environment.

Goal 5: Promote Student Affairs, Welfare and Success.

The university should help students to discover importance on their existence, meaning, or purpose in the real world or life that is connected to community and to be a good individual that will serve as a model to each and everyone. Students should be hardworking and focused in their education to be qualified in PRC exams. The school should provide facilities that will help the students skills to be developed and students should make use of it for learning purposes. The university should give scholarships for the outstanding students who have excellent grades especially to those students who needs most of scholarships. The university should give this only to those who are qualified because I have noticed that there are scholars who doesn't really deserve this. Students who excels in school based competitions should be awarded too.

Goal 6: Maximize Library and other Resource Support to the
Teaching, Learning, and Research Environment.

Library resources should provide a lot of books and it should be in good condition because some books are very old. The Electronic library should provide and allow students to access other sites because we are paying for it. They should also provide other facilities like printers to help students especially when they need it most. E- library attendants should be accommodating and friendly to develop harmonious relationships between students and e- library staffs. The good thing about e- library is that, it has Pro- Quest that is very useful for research works.

Goal 7: Implement Massive Infrastructure Development.


* Sub-Goal A. Construct New Buildings.

* Sub-Goal B. Renovate Old Buildings.

* Sub-Goal C. Establish State-of-the-Art Laboratories.

The university should reconstruct buildings for students use and there should be additional restrooms. Proper maintenance of rest rooms should be observed. Laboratories should be provided with high facilities. The gymnasium should be constructed because it is very useful especially in having activities. The most important thing that they should find solution is the flood if there is a way that they can do to solve this very big problem. The old buildings should be renovated so that the university will be very nice and functional.

Goal 8: Implement Massive Information and Communications
Technology (ICT) Development.


There should be enhancements and developments to ICT especially to the teaching- learning environment to be as competent as other learners all over the world to promote ICT in schools. School leaders should first adopt strategies that make ICT a part of the daily tasks of the teachers.

Goal 9: Pursue Outstanding Human and Organizational Development.
  • Sub-Goal A. Enhance Human Resources Management.
  • Sub- Goal B. Ensure Quality in Administration and General Service Delivery.
  • Sub- Goal C. Build Institutional Strength and Reputation.
The administration should enhance the instructors and organization to be more competent in their teaching. The instructors in this university are indeed competent because they have their masters degree and some are having their doctorates. The instructors and staff should also be a model to each other and have good morale. Everyone should be functional and responsible to their different fields to deliver satisfaction to their service.

Goal 10: Ensure More Efficient and Effective Resource Management and Generation.


The university administration should make sure that the budget for the projects are wisely spent for what is greatly needed. A transparency of the expenses should be also provided so that the stakeholders of the university will be informed of what the money has spent for.

As a stakeholder, I am expecting so much from this goals and I do hope that the Education Building would be the next one to be renovated and the flood problem will be solved. I am looking forward for the day that this goals will be made into reality and the Mindanao University of Science and Technology will be known for its good quality of teaching and learning, develop competent graduates and will be known nationally and internationally for its excellence in research, technology and engineering courses.

Obstacles in IT Educational Practices



Information Technology is a very influential way of learning may it be in the field of business and especially to education. In Education, Information Technology has yet to find its place, despite the unceasing attempts to "fit" it into the existing educational system. The widespread use of computers and telecommunications has caused fundamental changes in the modern societies. The only important field that computers failed to change significantly is Education. Despite the huge expenditure, wide experimentation and research, and discursive enthusiasm, educational technology has failed to show substantial benefits to the field (Gentry and Csete, 1995; Bennet, 1999; Salomon, 2002). It created an educational crisis and generated a wide controversy among educators and scholars concerning the place of modern technology in education and the feasibility of the various attempts to fit it into the educational system ( Stoll, 2002;Clark, 1994; Salomon, 2002). It has been said that the crisis of educational technology have centered mainly on the material obstacles to the implementation of educational technology in schools: lack of planning, paucity of funds, shortage of hardware, absence of standards, inadequacy of teacher preparation, need of software updates, lack of computer expertise, lack of knowledge on how to apply technology in the classroom, insufficiency of access to computers, polarity of research, computer misuse, commercialize web content, digital divide, gender bias of technology, health issues,exposure to improper materials and etc.( Stoll, 2000; Alliance for Childhood, 2001; Becker, 1998; Pelgrum, 2001; Earle,2002).

Technology when introduced to the class may be very intimidating because it requires expertise and a new learning. In my own point of view, lack of computers in schools is a very big factor why obstacles in IT Educational Practices is fast- arising. Learners should learn in actual or in hands- on demonstration on what and how to use the computers with its different parts. They should learn individually because for some, it takes time to master on how to operate the computer. Another obstacle is the lack of discipline in using IT especially to learners is an obstacle in Educational Practices because instead of doing research and surfing the net to answer the assignments and research projects, learners with too much exposure to technology will be addicted to computer games, pornographic websites and other malicious things to be seen in the computer. For me, the ways that can help this obstacles to be overcome is to support educational system with all its necessities in implementing IT to the educational curriculum, provide enough and appropriate knowledge and information on how to use computers in a good and helpful way to communicate and provide teachers with seminars and training to upgrade their expertise on teaching IT or new instructional medias to the learners. Learning is expensive and we should use these new learning in a good and responsible way .

ICT Policies and Strategies in Asia Pacifics 5 Progressive States

New Zealand has the world's highest access to telecommunications per capita, with the cost of accessing the Internet being almost as low as it is in the United States.They are creating short programmes which will help people there because they want to raise awareness of ICT, generate enthusiasm, and clarify the roles of educational leaders to improve the schools teaching and learning process.They believe that having a good ICT programme will help teams to have unity and good collaboration,drawing their knowledge on how people learn and interact,higher-order thinking, effective knowledge management, information literacy, teamwork, and self-evaluation. They also ensure that the practice of involving ICT is linked to the curriculum.They want learners to participate fully in society,achieve in global economy,and to develop deep understanding on the importance on having ICT and to develop knowledge.This simply means that New Zealand gives importance on giving new and better way of learning and discovering of new ways to promote competitiveness and confidence.

Malaysian Government closely focuses on the progress of ICT to determine the groiwth of their business. They also carried out a study of National ICt Roadmap to identify the development of distinctive ICT abilities for Malaysia has been given to the Ministry of Science, Technology and Innovation. The Ministry of Education together with non- government organization wants to develop new media for the educational, organizational and partnership-building tools, and a way for bridging the country’s digital divide and empowering learners for global competition. They believe that ICT can revolutionize the education learning.They also believe that with a better ICT knowledge and learning it will enhance efficiency, effectiveness anf productivity in education in the work process. They want to create curriculum that is linked with ICT, provide ICT equipment,support ICT integration to general teaching and learning.Malaysian government created an own website which is the MySchoolNet to provide links to teachers and learners to get educational information in order to enhance ICT use in education.Interactive communication between Malaysian students and those in other countries is encouraged and supported.

Australia is known for its success in providing education to those who live in remote places in outback.Recently they become pioneer for using ICT educational purposes. The Adelaide Declaration specifies that when students leave school they become confident, creative, productive users of the new technology specially in communication and information technologies and they understand its impact on the society. They wanted to initiate positive changes.it simply implies that Australia wants to provide a better learning with regards to the use of ICT.

Hongkong aims to harness the power of ICT to turn schools into dynamic and innovative learning institutions, where students can become more motivated, inquisitive, creative and independent lifelong learners.They train teachers on how to deal with ICT program to be efficient in teaching this programme.It develops learners on developing new skills to be confident enough in meeting new learnings and knowledge.

The government sees technology as a key that enables students learning and a real assessment.The learners used ICT effectively in active learning, connections between curriculum and teaching,for personal growth and active research in IT education. Teachers and learners access in online resources in readily available when needed which indicates that Singapore supports the delivery of rich multimedia instructional content.

Upon reading the 5 progressive states in Asia,I have learned that they are capable of providing a conducive and effective learning in the teaching and learning process. They are giving importance and support with its necessities in making ICT program a great way to develop skills,confidence,knowledge and information and a good communication in the country and to other countries as well.In my own point of view, Philippines should also provide an ICT system that is supported by the country which is accessible not only in the urban areas but in rural areas as well.As I have observed, there are only few schools specially in the elementary and secondary level which has computers and if there is, internet access is not available which indicates that Phillippines doesn't provide easy accessibility to provide knowledge and information on how to use computers, because not all are given the chance to use it. I've known some people who doesn't even know how to use the computer. In college level, ICT system is I think a need for student to know how to operate because we always encounter it in school but still not all the institutions has a large number of computer to cater all the students need in researches.

Dead Poet Society
Dead Poet Society is an interesting excerpt. From this movie, we will learn that being a teacher is not easy. It shows how the teacher deals with the different personality and ability of his students. Even how unappropriate the way he teaches with jokes and silly motivations, still the learners learned a lot form him and gained confidence from themselves. They have learned how to express their insights and they have learned how to give importance to education as well as to the person who imparted them with all those lessons in education and in thier lives. The teacher gaved his best to impart all his knowledge.
