ICT Policies and Strategies in Asia Pacifics 5 Progressive States

New Zealand has the world's highest access to telecommunications per capita, with the cost of accessing the Internet being almost as low as it is in the United States.They are creating short programmes which will help people there because they want to raise awareness of ICT, generate enthusiasm, and clarify the roles of educational leaders to improve the schools teaching and learning process.They believe that having a good ICT programme will help teams to have unity and good collaboration,drawing their knowledge on how people learn and interact,higher-order thinking, effective knowledge management, information literacy, teamwork, and self-evaluation. They also ensure that the practice of involving ICT is linked to the curriculum.They want learners to participate fully in society,achieve in global economy,and to develop deep understanding on the importance on having ICT and to develop knowledge.This simply means that New Zealand gives importance on giving new and better way of learning and discovering of new ways to promote competitiveness and confidence.

Malaysian Government closely focuses on the progress of ICT to determine the groiwth of their business. They also carried out a study of National ICt Roadmap to identify the development of distinctive ICT abilities for Malaysia has been given to the Ministry of Science, Technology and Innovation. The Ministry of Education together with non- government organization wants to develop new media for the educational, organizational and partnership-building tools, and a way for bridging the country’s digital divide and empowering learners for global competition. They believe that ICT can revolutionize the education learning.They also believe that with a better ICT knowledge and learning it will enhance efficiency, effectiveness anf productivity in education in the work process. They want to create curriculum that is linked with ICT, provide ICT equipment,support ICT integration to general teaching and learning.Malaysian government created an own website which is the MySchoolNet to provide links to teachers and learners to get educational information in order to enhance ICT use in education.Interactive communication between Malaysian students and those in other countries is encouraged and supported.

Australia is known for its success in providing education to those who live in remote places in outback.Recently they become pioneer for using ICT educational purposes. The Adelaide Declaration specifies that when students leave school they become confident, creative, productive users of the new technology specially in communication and information technologies and they understand its impact on the society. They wanted to initiate positive changes.it simply implies that Australia wants to provide a better learning with regards to the use of ICT.

Hongkong aims to harness the power of ICT to turn schools into dynamic and innovative learning institutions, where students can become more motivated, inquisitive, creative and independent lifelong learners.They train teachers on how to deal with ICT program to be efficient in teaching this programme.It develops learners on developing new skills to be confident enough in meeting new learnings and knowledge.

The government sees technology as a key that enables students learning and a real assessment.The learners used ICT effectively in active learning, connections between curriculum and teaching,for personal growth and active research in IT education. Teachers and learners access in online resources in readily available when needed which indicates that Singapore supports the delivery of rich multimedia instructional content.

Upon reading the 5 progressive states in Asia,I have learned that they are capable of providing a conducive and effective learning in the teaching and learning process. They are giving importance and support with its necessities in making ICT program a great way to develop skills,confidence,knowledge and information and a good communication in the country and to other countries as well.In my own point of view, Philippines should also provide an ICT system that is supported by the country which is accessible not only in the urban areas but in rural areas as well.As I have observed, there are only few schools specially in the elementary and secondary level which has computers and if there is, internet access is not available which indicates that Phillippines doesn't provide easy accessibility to provide knowledge and information on how to use computers, because not all are given the chance to use it. I've known some people who doesn't even know how to use the computer. In college level, ICT system is I think a need for student to know how to operate because we always encounter it in school but still not all the institutions has a large number of computer to cater all the students need in researches.
